Met lit. opg. What tasks should be left to the state? One aspect is the balance between public responsibility and the market. Another the relation between the central authorities on the one hand and the regional and local level on the other. A third area is the relation to the international community. The discussion reflected the different situations in the Nordic countries and Germany and in the former communist countries : Russia, Poland and the Baltic States.
