Samenvatting During the summer of 2002, the Commission of the European Union's Directorate-General for Employment and Social Affairs issued a competitive tender for a study on how cultural policy could help alleviate poverty and social exclusion. It is still unpublished work in progress, but the submitted draft report actually draws its conclusions from the profiles of nine countries included in the study, namely Denmark, Finland, France, Germany, Italy, the Netherlands, Spain, Sweden and the UK.
