Samenvatting Cultural policy is rooted in an enigma : policy interventions hails the public interest as its objective, but nowhere is there any consensus on what this might mean. Communications media are a pervasive component of the cultural environment. Audience measurement can be one of the yardsticks by which public-service performance can be judged. The market demand positions viewers as privat creatures, social demand understands individuals as socially constituted. Market model theories inscribe a radical break between public and private: and a priori distinction which is questionable and has to be problematised theoretically. |
