Description of the situation in the various Baltic states answering the following questions. How does the state intervene into the commercial cultural market, how does the state influence cultural activities at the municipal/local and regional level, are state (cultural) subsidies to the local and regional level general/lump sum or directed to specific purposes and how are (public) cultural activities at the municipal and regional level financed in other ways than by state subsidy, what are the cultural bodies responsible for formulating and implementing cultural policy and what are their responsibilities, and finally how could the state meet the positive and the negative effects of international exchange.
